In this Searchlight New Mexico podcast, journalist Ed Williams interviews SSAIS advisor Susan Moen, a nationally-recognized victim advocate, educator, Title IX advocate, and founder of Oregon’s JC SART. Moen discusses how weakened federal Title IX enforcement has undermined protections against sexual harm in K–12 schools, leaving students more vulnerable and limiting avenues for effective school responses.
When students report sexual harm, often at great personal cost, they can face confusing and intimidating interviews by staff, administrators, or law enforcement, which betray their trust in the very institutions they turn to for help.
Moen explains how confidential advocates who are not mandatory reporters can help survivors understand their options, including reporting and criminal investigations, without pressuring them into processes they may not be ready to pursue. These advocates are often available through local nonprofits serving survivors of sexual assault and domestic violence.
She also discusses how community activism can pressure schools to strengthen policies, improve responses, and expand protections for students and staff.
